What's the Problem? 

Why do Monterey County elected officials always vote for more development, subdivisions and golf courses when Monterey County voters always vote against them?

Perhaps because there is no state or local law prohibiting a developer from giving $1,000 or even $10,000 to a County Supervisor or a City Councilperson before or after they vote on that developer's project.
