Dear Directors,

We appreciate that tonight you may finally close the door on the much abused Water Transfer system.

We are very concerned about the broad exemption raised after public comment closed at the last meeting.

This proposed exemption is for the military. Perhaps that's OK, but why do they get last second privileges no one else does? The military owns several golf courses using a lot of water

The Navy School Golf Course alone used 198 af in 1991,

the two Fort Ord courses together used 282 af in 1996

We respectfully request you -

• Adopt Ordinance 102 as originally proposed which deletes section B.
• Then put all exemptions on hold until staff provides a report with the full potential scope, amount and impact of such exemptions.
