Public Utilities Commission President issued a new ruling on Sept. 21 formalizing &#8220;Smart&#8221;meter delay lists. Now, by September 26, 2011, PG&#038;E&#8217;s &#8220;Smart&#8221;meter installation delay procedures must &#8212;<\/p>\n<blockquote><p>1. Provide information on its website that if a customer currently has an analog meter, the customer may request a delay in the installation of a smart meter. The information shall include instructions for how the customer may make such a request.<\/p>\n<p>2. Provide the customer sufficient advance notice BEFORE a smart meter is installed so that the customer may request that installation be delayed.<\/p>\n<p>3. Place any customer <u>immediately<\/u> on a \u201cdelay list\u201d when they currently have an analog meter and request a smart meter installation delay.<\/p>\n<p>4. Once a customer has been placed on the delay list, <u>a smart meter shall not be installed at the customer&#8217;s location<\/u> unless:<\/p>\n<p><!--more-->a. The customer contacts PG&#038;E requesting that they be removed from the delay list; or<\/p>\n<p>b. PG&#038;E sends a letter to the Commission&#8217;s Executive Director for authority to install a &#8220;Smart&#8221;meter at the customer&#8217;s location. A copy of that letter shall also be sent to the affected customer.<\/p>\n<p>PG&#038;E must receive written authorization from the Executive Director before installing a smart meter at any customer account on PG&#038;E&#8217;s delay list.<\/p><\/blockquote>\n<p>The problems with this include that this is NOT necessarily a legally binding decision because only one Commissioner decided this. Also there is no requirement that PG&#038;E have a &#8220;Delay Program.&#8221; So if PG$E junks its entire &#8220;Delay Program&#8221; these rules are worthless.<\/p>\n<p><a href=\"http:\/\/en.wikipedia.org\/wiki\/2010_San_Bruno_pipeline_explosion\">(Remember this is exact same PG$E who just killed 14 people in their San Bruno pipeline explosion &#8211; with the complete support of the Calif.
